The purpose of the grant is to create flexible learning opportunities in entrepreneurship that take into account the development needs of the labour market and to provide learning in order to implement the green transition. To this end, higher education and vocational educational institutions can offer enterprises opportunities to train both existing staff and prepare new competent professionals in terms of green skills.
The activity will support the updating of learning content related to the teaching of green skills in higher education and vocational education, and training, upskilling and reskilling for the development of green skills to prepare a workforce with broader green economy knowledge and skills for the introduction of new technologies and approaches, as well as the updating or, where necessary, the creation of professional standards and skills profiles, and the further training of vocational teachers-teaching staff.
Areas (curricula groups) have been selected where the green transition will have the greatest impact:
- transport services;
- motor vehicles, shipping, and aeronautical equipment;
- electricity and energy;
- crop and livestock production;
- horticulture;
- fisheries;
- forestry;
- food processing;
- building and civil engineering;
- chemical engineering and processes;
- materials (glass, paper, plastic and wood);
- textiles (clothes, footwear and leather);
- environmental sciences;
- community sanitation and green transition as horizontal.
With a budget of EUR 15 million, the Green Skills Programme will run until 30 June 2026.

The Green Skills Programme is divided into activities:
- Between 2023 and 2024, curricula for formal and continuing education will be developed. To this end, sectoral consortia will be set up involving higher education institutions, vocational training institutions, and professional associations. The activities of the consortia include identifying and mapping the necessary green skills, and reviewing and complementing existing curricula. New study modules and subjects are created, which are also applicable for carrying out in-service training. In addition, the preparation of study materials supporting the studies and piloting of new modules and subjects will take place as in-service training.
- In parallel, professional standards are being updated and green skills are being integrated into professional standards and skills profiles in cooperation with the Estonian Qualifications Authority.
- Employees of enterprises are offered opportunities to improve their knowledge and skills through open training and micro-credentials. For this purpose, a separate state-commissioned education is prepared and, if necessary, training procurements are also carried out. Vocational and higher education teachers and adult educators are also trained to teach green skills.
- At least 2,830 people are planned to be trained throughout the programme through in-service training (including micro-credential training) to support the green transition of enterprises in the above areas, with at least 330 pedagogical staff/teachers.
The Green Skills Programme is coordinated by the Education and Youth Board and financed from the funds of the investment ‘Green skills to support the green transition of enterprises’ of the European Union’s Recovery and Resilience Facility reform ‘Green transition of enterprises’.
The coordinators (lead partners) of the consortia have been selected from among the higher education institutions, taking into account the current development activities and the number of curricula and learners in these curricula groups:
